The best place to dive near Chicago is that pond on Chicago's doorstep called Lake Michigan.  Better shipwrecks cannot be found anywhere in the world than those resting in the Great Lakes.

On the subject of the safety of scuba diving by one who cannot swim  -  What do you think?  Make a risk analysis for yourself.  What is the likelyhood of an equipment problem or some other problem that would require you to swim to save your life?  What is the value of your life vs. the rewards of diving?  What would it take for you to learn to swim?
