 is there a specific temp. of light that should be used to get full spectrum at depth? say at a distance of about 10 feet, and with great visibility, down about 60ft...

what type of bulb would you use? halogen?

At those depths, ambient light is often much better than flash when using a digital camera.  But, BE SURE to adjust your white balance to bring out colors.  This is easy to do with most cameras.  Set your camera to "program" mode, with the white balance on "manual."  Most cameras have an easy one-step manual white balance proceedure you can quickly perform with a blank white slate at the desired depth.  Properly adjusted, your camera will produce amazing pictures with vivid colors and great depth of field -- without using any flash.
